KOMUNIKASI DALAM IMPLEMENTASI PROGRAM KAMPUNG TEMATIK DI KELURAHAN REJOMULYO KOTA SEMARANG

In order to handle poverty and slum area problems, in late 2016 the Government of Semarang made a regulation about the thematic village in the form of Standard Operating Procedure about Petunjuk Pembentukan Kampung Tematik. Program implementations of Thematic Village in Rejomulyo used triple-helix where there are three main actors involved in implementing the policy: government, private/business, and academician. One of the indicators of the success of implementation is communication. There are two sub-chapters of discussions in this study. The first discussion is the transmission of a communication and the second discussion discusses the success of communication in the implementation of the Thematic Village Program in Rejomulyo, Semarang. The result of the study showed that transmission of communication that the Government of Semarang did towards participants involved (PT. PLN Persero Jateng and DIY, Politeknik Negeri Semarang and Kampung Batik’s community) bring out the implementation of the objectives from the program itself. The objectives include: Increasing the welfare of the community through enhancing the local economy; Changing the slum area to a better neighborhood (through improving the environmental conditions); Raise the local and social potential of the local community; and Increasing community’s awareness and forming the village's identity as a spirit of development, as well as increasing community’s empowerment.
